F1 Will Expire, can he return

hello all, i have a friend doing Pharamacy his F1 will Expire in April, but he still has two years to finish his Pharmacy Degree. now with the new law that restricts people from Third world country, he\'s from Lebanon, to renew their Visas from Canada and Mexico, and also now they have this new restriction on people from the middle east, that is supposedly only delaying but not denying. So he is worried that if he goes back to Lebanon now before his Visa Expires, they will not only deny him a new Visa but Also cancel his old Visa. Also as far as i know, if he doesn\'t leave the US even after his F1 Visa expires he can stay on his I 94 and all he has to do is renew it, right??
anyway i would appreciate your thoughts on this matter, also if there is anyone from a middle eastern country, who has a similar experience please share your thoughs.

Iam not from middle east but my suggestion is not to leave the country in the current situation. Leave only if there is an emergency and be prepared to stay back if the visa is rejected.
