F1 visa with a title IX stalking in my record

Hi,

My F1 application was refused recently.
Regarding to my case, I'm a 4th-year graduate student in chemistry and having an excellent academic standing as well as high performance in the field.
However, I was reported title IX last year by my ex as stalking and got suspended for 1 year until the next fall semester. In this case, I was negligent when I ignored the case and didn't fight back, leading to misunderstanding from the office, resulting in responsibility for all accusations. I couldn't fix it at the last minutes.
Now, I'm preparing visa to come back. I have a support letter from the chemistry department chair showing the need of my return, a new offer letter from the graduate school with continuing full scholarship. The consulate already had the disciplinary record from the school. The consulate asked me if my case was involved in law enforcement, after I said no, they took my passport, then refused to give me visa later under 214b.
I just want to ask if there is any chance I can have the visa. What should I prepare in the next interview? I'm asking the director of the title ix office for a support letter, showing my desire to return and finish the degree.
