Don't hold your breath. It's all part of the larger immigration bill trying to be passed in congress. I have been following this stuff for three years and every time one of these new bills comes up it gets killed. You see the problem is that they keep mixing illegal immigration in the same bill with legal immigration. They are two totally separate subjects and should no be put together. Because the illegal stuff is so explosive, the whole bill will get killed.
To answer the other art of your question, part of the bill was that if a person graduates with I believe a masters degree or higher from a U.S. university, then they should not have to go through labour certification (PERM) process. They could just go straight to the green card process.
