F1 visa renewal after reinstatement?

This is posting for a friend.

My friend, who came to the US on a F1 visa, fell out of status due to a delay when he transfered between schools. His new school helped him to apply for visa reinstatement and that had been approved a year ago and so far he has been a registered student with good standing.

He's now planning to go back to China for a visit and needs to apply for a new F1 visa ( his old one has expired a long time ago). The question is: will his past reinstatement process made his F1 visa renewal a lot more difficult? Will it be easier for him to apply for the renewal in Canada instead before he takes the trip back to China?

Any help is appreciated!

One of my friends has a similar situation to your friend's first part. He came to the States on an F-1 visa. His I-20 expired on May 15th and he realized his problem after July 15th. He used up his grace period of 60 days and he is out of status. He just finished his Masters in School A and planned to attend School B for his Ph.D. in the fall of 2004.
