F1 visa refused

I appeared for a visa interview on the 5th of dec and was refused visa.
I have done a masters in computer application here in India and applied for a masters in Information Systems in the U.S.
I was refused visa saying that i was overqualified even tho' i tried explaining that i the 2 were not the same.
Should i reapply immediately. What changes do i make.
Kindly reply as soon as possible.

Which consulate did you go to?
What papers did you take to show that
1) You are genuine student
2) Will return back to country
3) Will be able to support financially

Was you name entered in ISEAS/SEVAS database?
Were you asked any other questions?

You can take course by course description of two programs.
