F1 visa - Out of status. Urgent......

I entered US on F1 visa. But I could not register for courses in the University and so the University cancelled my admission and they did not give me any letter in writing stating that they have cancelled my admission. I have I-20 from another university where I want to pursue full term study. But this university requires a transfer form from the first university which I cannot get because I never had an admission there. The second university gave me 2 options. one is filing reinstatement and the other is going to border. I am inclined to the second option and planning to go to san deiogo or elpasso. My questions are

1) Do I need a visa to go to Mexico?
2) Will they stamp my I-20 and give a new I-94 at the POE (gate) or do I need to go to the US Consulate in Mexico to have this done. I believe that this will bring me back into status.
3) Do I need to tell them that I am out of status. If not what should I tell them?
 
1) You definately need a visa to go to Mexico
2) I don't know now if you can get student visa stamped other than you home country or not. Just check this before you leave. Well i would recommend not to leave the country, coz F-1 is the most precarious category after 9/11.
3) They will definately see you previous visa stamp and will come to know
 
First find out if you were indeed out of status, which will depend on when you entered the US among other things. F1 has a 60- day grace period. So the worst case scenario would be to count from the day you entered the US. If 60 days have not elapsed you should be fine. Otherwise you are out of status, and you cannot apply for the visa in Canada/Mexico or third country. You must go to your home country and get a visa. Or apply for re-instatement by explaining that circumstances were beyond your control.
 
Thanks for the information. I have been to the Mexico Border and tried to get stamp on new I-20 but could not get it done at the POE. (Elpasso gate). The rules have changed and they are no longer stamping I-20 at the POE.
I am planning to apply for reinstatement. Has any one who applied for reinstatement in the past post their experience here? Any help would be appreciated. I am looking for statistics after 9/11.
