My nephew got F1 visa using I20 from Univ A. After stamping visa, he got admission from Univ B. He is interested in attending Univ B. What should he do? Does he need to change the visa stamp at home country consulate or can he come here and then change it?

Transfer after completing atleast one semester
Process of university transfer is simple. University Y will issue new-I-20 and use that to apply for Transfer. It would take less than 2 days for the whole process.
