F1 VISA Acceptance/Rejection Critieria

Hi,

So far, based on my previous experience, there are only three factors which result in F1 rejection. They are,

1) Lack of sufficient Funds.
2) Lack of proving the intent to return.
3) Criminal/other undesirable record.

First. a quick background.

I did my MS from US in 2001-2003 on an F1 VISA and returned to India after completion. Then I got married after six months and moved to Japan where my husband was already working for the past 2 years. Now I have been granted admission with full scholarship in a PHD program and I have my I20 with me. What are the prospects for successfully getting an F1 VISA this time for me? My husband has no intention of moving to the US and wants to continue working in Japan. We plan to return to India after my PHD is over. Also, my husband and Father-in-law will be sponsers showing property in India and liquid cash sufficient good enough for what is required in my case. Also, We tried to Visit US on a tourist VISA 1 year ago but was denied and we were told to apply from India as that was our home country. 3) is not applicablke to me in anyway. Please advise.

In my case, for 1) above, I am showing sufficient funding and for 2), even though my sister is in the US, My Husband is working in Japan with a good salary for the last 4.5 years and I have already come back once after studying in the States. Would that be sufficient proof? Please do reply if know if anyone has a similar experience or knowledge about the same.
