F1 to H1B1 (Singapore) pending petition

I have an F1 and applied for H1B1 (Singapore) in Sep 2007 for a start date of 1-Oct-2007 and it has not approved yet. Can I start working on H1B1 on the basis of pending petition as it is taking longer that I thought.

Nope, you need to wait till the visa is stamped in your passport. Only existing H-1B holders can avail this privilege.
