I'm currently on my OPT till July 30th 2009. I am working part time for an LLC in the capacity of Marketing Assistant. Can I apply for my H-1 based on the above employment?
If not, what other options do I have to stay in the US?

No you cannot apply for H1 based on any employment. The employer has to apply not you. The employer should take legal help to see if this job qualifies as a technical job in H1 category.
 
It would be easy to make that job a "specialty oppucation" but yes as the other poster says, your employer has to apply and pay all the relvant fees. April 1 is coming fast so would suggest getting this process moving quickly.
