F1 to H1 without graduation

My wife has F-1 visa and is doing her BS here. She already has a 3yr BCom degree from India. Since a 3yr degree is not recognized in the US that is why she had to do BS here in US.

Her Bachelor's is almost complete and she is graduating in Dec'03. But actually she will be completing her graduation requirements in September.

I want to know that can a company sponsor her H-1 in September after she completes her coursework (but not actually graduate and having the degree, she will get the degree in December)

Can an employer sponser her H-1 based on the transcripts or do you think she will have to wait to wait till Dec and apply after she gets the actual degree.

Yes, If the attorney can get her credintials evaluated to show that the 3 yr. BS and the additional coursework in US is equivalent to a US BS degree.
