f1 to h1 to f1

I need some help/info.

I am on h1 which expires next year. I will be applying for a change of status to f1 for fall 2004. I have a few concerns about changing status. firstly, if the change of status is denied, am I still on h1 status and do i continue working? and will that affect the renewal of my h1 next year?
