F1 student want to transfer college. How you do it?

I have a freind who is coming to US soon on F1 visa and her university is at a different state. She wants to stay with me in Chicago and join a state university here instead.

Will the transfer be done in few days or you have to stay one whole 6 months semester at the university where you got I-20 before you transfer campus to different university?

How quickly can the transfer be done?

You have to show up at the 1st school and apply from there

she has to show up at first school? How long she has to stay at the first school before she can transfer college to another state?
She doesn't want to stay long at first school and she likes to transfer as soon as possible.

Will she has to stay full semester at first school before she can transfer?
 
I took transfer to another university after one year. It was very easy. OIS of new school will give you a form to fill up and new school will give you a new I-20.
