F1 Stamping US Consulate in Canada ?

A friend of mine who is from India is on a F1 visa and needs an extension.

Can he go to the US Consulate in Canada for F1 Visa stamping?
 
He can. Some consulates in Canada have made it a business of issuing new visas to those whose visas have expired. Check the respective websites. They usually charge fairly steep extra fees, though.

But why does your friend need to renew his visa? As long as he's in the USA, his visa doesn't matter (it's for entries only), and if he plans to travel to India or something, it's easier to just renew it there. The consular staff always give you a harder time if you apply in a country other than the one of your permanent residence.
