F1 reinstatement or reentry

F1 reinstatement VS. reentry,please help!

Hi, I have a very tough situation. I was out of status because I refused to take one English class( I hate they just make money from international student) in school A since I have good GMAT and TOEFL score. I took one English class in the first semester, but they still required to take other English courses. (to a master degree, it is endless).They gave you speak test to take, and you have to get 230 of 300. You are just a conditional student if you do not pass that test. They put some English requirement in your admission and I-20( every international students in this program have this). There is no financial aid offered in this program and the English classes is as expensive as other program courses( 790$ per credit). When they ask you to take their English classes (offered by ESL institution), you have to do so, otherwise, you are out of status. They just asked me out after I studied one month in the second semester because I did not take that English class.
I was informed by the advisor of international students that I can reinstate to other school if they give me admission and new I-20( I chose to be out of status but not transfer to F2). Later, I got an admission with scholarship from another top 40 university. I talked with them and they would like to reinstate me. I deposited 500$ and sent them all my documents. When they processing me the new I-20 for reinstatement, they changed mind and insist me to go back to my home country and reenter USA. They told me the new interpretation from USCIS doesnot allow students to reinstate in different school.
That is fine. I called other schools. I can not believe the policy just changed so quickly and I am so unlucky. Some of the schools says I can reinstatement, some says no. Now I have a chance to reinstate to a much bad school. Can I try? It is risky I know but I just prefer to stay here with my husband. I do not know how to face with my parents. I am not so bad.
If I go back to my home country, I perfer to reserve a F2 visa interview and transfer to F1 in USA( it is much easier than applying for F1 visa directly). Then, I can study in a top 40 Univesity(school b) with some scholarship. If I do the reinstatement here, I will study in a not famous university and lost my 500$ deposit in school b and schorlarship. Reinstatement in USA becomes harder and harder these years as I know. It is impossible for me to come back to the school A, because they dismiss me because of emotion. People said emotion thing is difficult to change.
What can I do now? Come back to home country or reinstatement. Please give me some suggestions. I have been around here for a long time.

Right now my SEVIS record is released to school B. School B says terminated record is not qualified to transfer to other University. So School B will not transfer me to school C. It is school B that asked me to release my record to them but now they said school A transfer record to them is illegal. What is the logic?
