F1 - I 20 critical issue

a)
I always knew that I-20 has to be signed by the International Office
before somebody leaves US. Is it true that it does not need to be signed if the I20 is less than three months old.

b)
If somebody has a valid F-1 visa on passport in the name of school A,
and is currently going to school B (as he entered first time to US with School A visa and I-20 and then changed /completed degree in school A
and joined School B)

Can he enter US with this visa ? or does he need a new visa for School B?

a) I-20 has to be signed by the school official. period. getting a signature is not a big deal...so why even take a chance.
b) obviously, you take visa for School B. how can you present visa for school A when you are not even attending it and present I-20 for school B. the requirement is: both visa and I-20 should be valid AND from the same school.

once you enter the US, you can join another school and then you don\'t have to get another visa (since visa is an entry document only. I-94 takes over visa the moment you enter. that is the reason, out of status is defined based on I-94 date and not visa expiry date).
