F1 ----> H1 B stamping in Canada

Has Anyone heard of change in rule that THEY wouldn\'t accept anyone without VISA even with valid status to come back to US from canada or mexico WITHIN 30 days?
Is it safe to take a chance to go to canada or is it the same as getting the H1B stamped from MUmbai?
