F1/F2 rejection

My Wife's F-1 visa was rejected in July 05 citing 'potential immigrant' intentions as her sister (a GC holder) and brother (H1B) were in the US. We got married in November and tried for a F-2 visa on December 6th and that too got rejected citing the same reason - potential immigrant 221(g). The interview ended in under 10 seconds without the officer looking at any documentation we had provided. He simply said, "Oh, you came here in July for a F-1 visa and were turned down. Now there seems to be a change of plan and you have married a guy in the US and come for a F-2 visa. Your brother and sister also live in the US. This is a clear case of potential immigration. I will not issue you the visa today. Please step back."

My query is - Does a few more attempts on a F-2 visa and rejections have any bearing on her H-4 visa chances if the authenticity of my H1 and our marriage is proven? I am advised that any number of rejection on any other visa types has no bearing on the H-4 dependent visa chances if the H1B holder has proper financial documentation and the marriage is genuine.

Please advise on this matter.

I think once visa is rejected twice within 2 years , the person can not apply for visa in person. Can apply by mail where chief consular officer reviews case. If feel that case is genune, visa is granted.

My friends uncle's wife was denied visa similarly 18 years ago. The uncle did his MS in US and finally moved to Canada to get his wife with him, did PhD in Canada . worked in company, became Canadian Citizen and now came to US in Associate Prof position.

Probably you should consult a visa concuelling service or attorneys like Rajiv Khanna or others
