To make a long story short, my Chinese friend was applying for F1 visa to study English in the states.
She prepared all the necessary documents, of which the CO only looked at I-156, I-901, bank statement & school transcript. Her visa was approved by the CO, who told her to come back the next day to pick it up. You can imagine how happy she was, to be approved on the first try.
Well the next day she got in line to pickup her passport and visa. Everyone else in line received their passport with a piece of paper stapled to the back. When it was her turn, she only got her passport and a form 214b. They did not explain why she was refused. She was devastated.
This is the worst result that could have happened. Either a simple yes or no would have been tolerable, but getting her hopes up and then crushing them is plain cruel.
My question is: has anyone ever hear of this before? Is there any was to appeal besides a completely new application?
