F1 after B1 refusal thrice

Hi, I was refused B1 visa thrice on the grounds I wouldn't come back since my siblings are in the US. I plan to apply for an F1 next year. Will that be refused too on the same grounds? :confused:
Do I need to go to the same consulate when I reapply? I am a doctor by profession.

You mean there is no hope for me to do my residency there even when I have no intention to immigrate....
