F-2 visa validity

My brother-in-law is on Optional Practical Training (OPT). Its valid till June 2002. But after graduation he did not find a job so he went back to India with his wife (who was on F-2). He is still in India but his wife wants to come to the US to visit (she has a F-2 visa which is valid till june 2002). Can she come - is it legal?
