F-2 security clearance time

I am a Canadian citizen on an F-1 visa and I recently got married to a Pakistani passport holder. We applied for an F-2 visa for him and went for our interview on June 28. We were told that all the papers were in order and that the application must be sent for security clearance. The counselor at the US Embassy in Islamabad said that it would take a maximum of 6 weeks. Six weeks have now gone by but my husband is still waiting for his visa and passport. I am now in the USA continuing with my studies and waiting for him.

What should we do? Should we ask them to return his passport? How long does security clearance normally take in this situation? Can it take more than 3 months? Any advice/comments/similar experiences would be helpful to us in making our plans to be together.
