F-1 student doing Phd., with children . Question about their schooling

Dear all,

I am writing on behalf of my cousin who wants to apply for F1 visa based on her Phd., admission and funding.

She is married and has 2 children one in LKG and other one is a 2 year old.

I know that her family can come here on F2 visa.

Now, my question is :

Will the elder child who has to go to the first grade and the younger one ( a few years later ) will be allowed to do schooling in US ?

Will her husband be allowed do any certificate courses ?

Please help me get answer to my question.

A child in F2 status is allowed to attend K-12 school (elementary, middle, or high school) as a full-time student. They may not enroll in a full course of study at a college or university (post-secondary level), except for taking recreational classes.
