F-1 OPT and driving licesne issues

I am here on a F-1 visa. I graduated in May from a university in texas. I am currently working in Massachusetts on my optional practical training visa.

I visited three different DMV offices in Mass - and I have tried some of them repeatedly BUT they refuse to believe I am authorized to work in Mass. They say I am supposed to work in Texas. They also refuse to look at the EAD issued by the INS as proof of authorization to work.

My registration from Texas is about to expire at the end of this month. I cannot register my car or get a Mass license - consequently I cannot get my insurance moved here either. if this does not get resolved, I cannot go to work from March 1.

What legal options do I have?

Look in the telephone directory under U.S. Government, Department of Justice. Call and ask to speak with someone in the civil rights division. Complain that you are being unlawfully discriminated against by a state official.
