F-1 -> H-1B

I would like to know if a H-1B petition during the 60 day grace period of F-1 would allow me to be in USA on a valid status of pending H-1B.

(university is applying for me - H-1B cap exemption.)

Can anyone point the section in CFR or other pointers which emphasize the same?

Currently I have F1 visa, can I apply or transfer to H1b or H1 if I have a company in USA who accepted with me to work for them?
