Extract from RFE: What does this mean?

It states:
"In addressing the evidentiary requirement for sustained national & international acclaim (and in lieu of evidence of one-time achievement), pls separate the evidence according to each criterion sought."

My questions are:
1) "In addressing the evidentiary requirement for sustained national & international acclaim, pls separate the evidence according to each criterion sought" (pls note that I removed the part from the bracket), is Not the one of the 10 criteria (3 out of the 10 to meet EA) - so I am seeking clarity pls?

Should I get the above included in my Recom Letters?

2) The part in bracket, "and in lieu of evidence of one-time achievement", what this supposed to add to the context?

1) I think the USCIS is not really happy how you desribed the different evidences for the different criteria in your petition. You have to address clearly every criteria by itself with every evidence you have for this criteria only. So write one bullet point for each criteria and within each bullet point you only use the evidences for that particular criteria.

2) Apparently the USCIS thinks you didn't show that you have a recognized international reputation over a long time in the scientific community based on top quality research over many years (which you need for EA) but you only showed that you had one-time achievement which ar nice but by far not enough for EA.
 
So essentially 4 Criteria's to meet for Eb1-EA?

b) or you show the min 3 criteria and have it built in that you also have "sustained national & international acclaim" in meeting the 3 criterias (min)

c) There are 2 others too that you must also show that you will continue to work in the same area & also substantially benefit US.

So what is the best way to present a total of 6 criteria or 3 criteria or 5 criteria (as bullet points)?

If you have moved from Research or academic to Industry where pure Research is rare, what do you do to collect evidence? What kind of evidence can substitute?

Can you say that your work is in "stealth mode" and Not all results are released?

Or can you say that your work resuts can only be seen at fruition and its ongoing.

b) is the way to go. And you should go for more than just three criteria. Prepare your case for as many as possible and hope that USCIS agrees at least with three of them.

You have to show that your outstanding research started in academia and you are still working in this field in industry and that you have made an significant impact on the scientific commuity throughout the years, recognized by well known scientists all over the world. Any kind of argument like "stealth mode" or "not releases results" will kill your case since it shows that you are not international recognized because nobody (including you) can prove it. And nobody expects pure research in industry but you are expected to work as an international recognized scientist in academia and industry.
