Extension of B-2 visa with "No EOS"

My grandmom and dad got here a couple of weeks back. They both have 10-yr multiple entry visas. But they got 1 month stamping on their I-94. I want to apply for an extension, but they have the following phrase on the back of their I-94 , "NO EOS/AOS/COS". Does this mean that I cannot apply for extension? Or can I apply and let the immigration officer decide if they should stay longer or leave now. Any info will be greatly appreciated. Thanks.

Remarks and the limited stay was because the CBP officer believes they are spending too much time in the US. You can try to file for an ext. but I don't they will get because of the EOS.
