Extended wait times?

Just received a letter from USCIS that is a Notice of Potential Interview Waiver.
We are parents of a US Citizen.
It goes on to say that they may not need to interview us.
They then say that they have delays in completing the process due to workload and that delay should be around 6 months from the date of the letter (December 13th 2013). I would have posted the letter but I am unsure how to add an attachment.
If this stays as it is, then the process would have taken between 10 and 11 months.
 
Is this for adjustment of status as a parent of a US Citizen?

My wife submitted the I-130 for her parents to be interviewed outside the US. The forms were sitting at the National Benefits Center for the last six months without being touched. Last week we received automated updates that the cases were being transferred to another office. The wording of the status made it sound like it was being transferred to the local field office (it stated the local office that has jurisdiction based on your address), but that changed a day latter to "another office." Got the NOA Transfer Notice in the mail last night for both cases and they were transferred to the Nebraska Service Center. There was also a letter with the notice (on plain white paper) that stated due to the backlog of I-130 cases for an immediate relative the case was transfer to either the California, Texas, or Nebraska Service Center, and we should receive a response within 60 days from the center it was transferred to. The letter also stated if we don't receive a response within 60 days to contact customer service or go online to create a service request. Yesterday we received another update that stated the cases were transferred and now being processed at a USCIS office. Sounds like to me either Nebraska received the files and/or assigned the case to an officer.

My wife contacted our congressman for assistance about a month ago to find out what is taking so long. The response USCIS provided was there is a backlog and to wait another six months. Even though this was not the response that my wife was hoping for, it is actually the best answer that we ever received (before last night) in regards to the situation. Before congressional assistance my wife spoke with customer service and in-person at the local USCIS office.
 
Yes, we are doing an adjustment of status.
I have no problem with the time frame, I just like to be aware of what is happening.
We have our AP so we can leave. The strange thing is, we returned to the US 4 weeks ago and the immigration officer told us he could see that our cards would be issued soon.
Then we get this.
So not sure what he was looking at.

The officer might of made that comment in regards to the USCIS goal. I beleive the goal is either 5 or 6 months. So, he might of figured it is near the goal and assumed that you should be getting the cards soon. I don't think the comment was made in particular to your case.
 
Checked our status online and found that the I-130 was approved on February 11th and the I-485 approved.
Says cards mailed out on 14th and should be with us in two days, which due to the weekend will be Tuesday.

Took just over 6 months from start to finish.
