Hey, this slow down until Sept 1 (or 30) making asylum and religious worker the first priority is effective only at NSC or applies to all centers?

Nope. Cases of asylum and religious workers are centralized in NSC

Does it mean all asylum and religious workers applications , regardless of their region (CSC, TSC, VSC, NSC), will be processed by NSC ?

If that's the case then it might take more than 2 months.

Yes - he is right. Just look at the service center processing times. You will see only NSC report asylee and refugee I-485 time frame. For other centers the data is either na (Not applicable) or don't exists.
