Experts please suggets - Address Change/File transfer to local office

Hello,

This issue has been troubling for for the past whole year. Are COA and case transfer related. I am a consultant and have to move ervy now and then. For GC purposes though I have maintained a single address - as I am worried that COA will result in getting my case file transferred. So I would like to know what would lead to a file tranfer to a local office -

1) What if I move to a different city within the same state and apply for COA - Will that result in file tranfer?
2) What if I move to a different city in different state but falling under the same Proessing Center (VSC) eg. from MA to NY
3) What if I move to a different city in different state falling under different Processing Center let's say from VSC to NSC.

What's the end result - I am sure this thread would be helpful to hundreds of applicants - as lot of people move and have COA issues - and file transfer worry is the most common reason for them to not go for COA. So please experts suggest as to whether COA is something to worry about wrt file getting transferred - what's the impact wrt above 3 cases?

Moreover, I have never heard of a case where INS send in an RFE for address verification. So if someone is using their friend's address - what's the risk? How is INS going to know? Does it matter which stage of GC processing you are at?

Experts please answer and clarify to the issues I have addressed above.
