experts help! filing for asylum while waiting for labor certification

hi all,

i would really appreciate if anybody can give me more info on this.
my friend had filed for employment based green card 5 months ago..so while she is waiting for the labor certification from dept. of labor (first phase), she wants to apply for political asylum. is it permissible to concurrently file for both emplyment based green card and political asylum???

any help on this is highly appreciated.
