How many national and international letters shoud be submitted for the RFE?
How many from past employers and how many from independent experts?
Please advice

It depends on how many letters you submitted initially. It would help, if you provide more details on your initial petition and rfe.
I would include 1-2 from each experts.

FOR RFE...........more the independent letters ......its better...........there is no number! if you think your resume is big enough that multiple letters can justify its potential ......get as many.........!
