Here i am just cutting and pasting the text from bcis.gov for NSC and it's expedite policy
"Expedite requests for all other applications and petitions will be considered based upon the following seven criteria:
Severe financial loss to company or individual.
Extreme emergent situation.
Humanitarian situation.
Nonprofit status of requesting organization in furtherance of the cultural and social interests of the United States.
Department of Defense or National Interest Situation (Note: Request must come from official United States Government entity and state that delay will be detrimental to our government.)
BCIS error.
Compelling interest of the BCIS.
Requests for expeditious handling that do not meet these criteria will not be granted and the petition will be returned to the regular processing queue.
To request an expedite, state "EXPEDITE REQUEST" in the heading of the letter requesting the expedite, and again on the envelope. The letter must state the reason(s) why the applicant feels the case should be expedited, and the request should be supported by adequate and relevant documentation......"

It will be really hard to get an expedite though...
