What is the mechanism to get re-entry permit within a few weeks,Plus, What documents that need to attach with application in getting it faster... Please,
advice.

I also heard that you can include a letter in your application explaining the reason to expedite your RTD. It might work or not, see this recent post:

Now i see why some prefer to renew their NP .. The travel document takes about 4 months to acquire.
