Ex-Cpers PLEASE RESPOND: Sailing Permit/IRS-9003

I'm aware these days Sailing permit is not MUST for CP interview.

But I would like to get it from IRS, to be on safer side.

I think it is a yellow color form, applicant has to just fill in some details and no signature from IRS authorities is needed. Then can I just download this form and fill it myself?

Ex-Cpers could you please provide more details on how one can obtain Sailing permit and what documents are one need to provide while applying for Sailing Permit?

How many days in advance we need to apply for it?

Sailing permit was never a requirement for CP. This a myth. Sailing permit has nothing to do with any immigrant visa application. Sailing permit used be a requirement when non-citizens leave US. IRS had a requirement that all departing aliens show that they do not owe any taxes. This is no longer a requirement. If you are of the paranoid type download the form and carry it with you. It is not the yellow form (the yellow form you refer to is the IRS9003 form which is no longer a requirement for immigrant applicants. There is an official notification from BCIS and dept of state that this form is no longer required.)

on behalf of the Dept. of State stating that Form 9003 should not
be insisted.

SUBJECT: IRS Form 9003 No Longer Required

Neither BCIS nor IRS is collecting IRS Form 9003 ("Additional Questions to be Completed by All Applicants for Permanent Residence in the United States") from those applying for entry at POEs with an IV or DV. NVC and KCC do not include IRS Form 9003 in the Packet 4 mailing. Effective immediately, consular officers no longer need to collect this form from IV/DV applicants and include it in the packet for BCIS. Applicants should not be refused 221(g) for lack of an IRS Form 9003. FAM note 42.33, PN5.2 has been corrected to omit Form 9003 from the list of documents to be included in the IV packet.
