ETA 9035 H1B LCA lost

Hi
A friend of mine has lost his ETA 9035 which is a H1B LCA document.
Now he needs to go back to his country to get his H1B visa stamped.
For the H1B Visa stamp at the consulate you need the ETA 9035 LCA
document as well.
DOES ANYBODY KNOW OF ANY WAYS to get back ETA 9035 from INS or what
is the CORRECT PROCEDURE to get back his LCA?
Your help would very much help him.

Well, the company is legally required to maintain a copy of it in their "Public Access File". You may be able to get a copy from the INS through a Freedom of Information Act request but that will take a couple months, at least.

Thanks a lot for the reply. Actually the company is the one which has lost the document. Could you please elaborate more specifically how to get the ETA 9035 from INS through Freedom of Information Act.
