estimating time taken for labor certification based on priority date

Hi,
I do not understand the priority date concept. If some one can explain it to me.

For instance, if the State(SESA) priority date for LC is Mar2003. I understand that it means that they are processign application recieved in Mar. 2003. How much time does the state labor dept take to process the applications? I mean what is the total time the application will take to clear state(SESA) LC is I filed in Mar. 2003?

Then the application is forwarded to Regional DOL, assume that the priority date is Feb. 2003. How mcuh time will they take to clear LC? I am looking for estimates?

After the labor dept startes processing the application, how much time do they take to do the final processing? You have mntioned that it depends on a case by case basis, but approximately hw much time does it take?
