Hi,
I know many have been debating about the issue, but I didn't get any clear answer, so writing again.
Can anyone let me know what is the 'correct dimension' of the legal-size envelope? Is it same as legal-size paper (8½ × 14 inxin)? And can we put stamps for express mail to receive the docs fast, or is it a must to put stamps only for regular mail?
I hope those who completed the waiver process might have the right answer for this!

There ain't any debate over 'legal-size'. Go to any Post office, tell them you need this particular envelope, and you will get it right away. Its just regular rectangular envelope. Ofcourse if you want it fast, place extra stamps, but no need as 39 c stamp is gonna reach you in 2-4 business days.
