Entering USA through Canada

Hi,
Last year I applied for Visitor Visa for my Sister and her family from Mumbai(India), but it got rejected. Since I know that there are very few chances of getting Visitor Visa for my Sister, I am thinking of calling her through Canada. I am planning to get Canadian Visitor Visa for her and her family, and after she reached Canada, apply for USA visitor Visa. The reason being, it will be easier to get USA visitor visa from Canada. Has any one tried this before? Any thoughts on this?

unless she is planning to move to Canada permanently, this is a bad idea, you are required to show binding ties to the country you are applying at, she was not able to show enough ties while in India, how would it work from Canada.
