Entering Tijuana without Mexican Visa - Advice

My appt at Tijuana is on Jan 29th and I won't be getting my Mexican permit before that time. The Mexican Embassy itself told me to get the permit while you enter Tijuana. I am seeking advice from folks who have entered Tijuana without Mexican visa. Please advice on the following

1. Best days/time to enter, Best routes to enter, Best techniques to not get caught by the Mexican authorities
2. Is there a way to enter after the Mexican immigration authorities see you?

As of January 16, 2007 all visa operations have been transferred from the American Consulate General facility located at Col. Hipodromo in Tijuana to the Consulate Annex located at Diego Rivera #2 in Zona Rio, Tijuana.
