entering after Visa expiration

My uncle had a multiple 5 years of visit visa and was given an entry for 6 months which he availed. He stayed here for more than 6 months, without any extension and then went back. Now he wants to come back again to visit. Is his multiple visa still valid????

Does this mean that he can come back?

I have heard about some kind of bar or penalty applying on those who have over stayed and tried to come back. Can anyone validate this information?

How long did he overstay? If only for a few days then it depends on what the immigration officer at POE determines. If he overstayed more than 180 days then he is subject to 3 year bar.
 
similar case, my Mother has a 10year multiple entry and was given a 6 mo stay when she came last year. We wanted her to stay more, filed for the extension in time. She overstayed by a 35 days and left before the response for the extension came. INS responded after she left that they need some further documentation (interestingly the additional documentation they were looking for was already attached with my request), I did not respond as my mother had already left.

Now my mother plans to visit us again in few weeks, would she face any problem, do I need to send any documentation of support etc, she has the reciept notice of the extension that was filed with her.
