Enter with AP in case visa stamp is denied?

I'm planning to get a H1 visa stamp abroad. In case that my stamp gets denied or pending for backgroud check, can I still enter with AP? Thanks.
 
you could certainly use AP in case H1 is not granted or if timeline for H1 approval does not suit you.

i asked me lawyer when i was travelling last year and he said that AP can be used

My H1 visa is expired and H1 visa is denied under 221 ( g) section.
What to show at port of entry?

At port of entry, If I show passport and AP , Is it enough?

Will they ask for H1 B 797 approval also?

just show your passport and AP, you don't even have to mention your H1. They won't care for H1
but it is always good to have the 797 approval in your bag, just in case.
