English language testing

How important is the English language testing requirement for the PR application process? I am an Indian citizen, but I have completed all my education upto Master's in English, and I have been working in the US in the software industry for quite a few years. Obviously I must be at least moderate in my English skills. Would it be enough to submit proof of my English education and US experience instead of submitting IELTS test results?

Having done graduate studies in the US, you may not be required to submit additional evidence of proficiency in English. However, your interaction with the visa officer during your interview might be the best opportunity to prove your skills in English. If you cannot sufficiently communication with the officier even if you obtain a PHD in England itself, your application might be declined for inability to communicate in one of the official languages of Canada. At that point, except you can prove proficiency in French, it is safe to say your application will be concluded with a red denial stamp.

Was your Masters from US/UK/Australia/NZ/Canada/Ireland ?
If yes then you can get away without IELTS
If no then you better appear for the exam or else there may be a good chance of being called for an interview.

No need to send test results when you first apply. Go ahead and send a letter letting them know of your english skills but pretty soon take the test and then send in results. That will not delay your processing.
