english and civic test

My father is Green card holder, he is 61 years old and in the us for for 12 years, is there any waiver for the english and civic test? or he has to take the test?

It depends on how long has he been in US as a PR. People get waiver only after 15 years ... note that these 15 years are since getting the PR status ... you do not need to reduce the travel etc.

If he has been in US for 12 years, it is likely that the PR status is still smaller, so there is still a lot of time to go.

My parents are 81 years old and has been in US for 5 years as PR. They know all the Civic questions and answers in our language. Even if they see the question in English they can answer, but they cannot carry a conversation in English or write. Is there any way they can get their citizenship cause they neither have time left to wait for 10-15 more years, nor can learn English at this age?!?!

Any sugestions or prior experience is appreciated. Thanks in advance.

Your parents cannot be exempted form the English test based on their age as they have been a PR for the past 5 yrs only. They can get an exemption through the disability option but only if they are affected with a serious physical or mental impairment which will prevent them from taking the test. They need a Medical Certification for
Disability Exception - Form N-648 as a proof for that. If this is obtained, then an interpreter can accompany them to the interview. From your post, I understand that your parents are fit and healthy and so there is no option for them but to take the English test.
