Employment RFE

What is the basis for INS to issue employment RFE? Has anyone discovered the pattern?
Ideas?

Is it based on the size of the company we work in? or based on our original country? Or something else?

We could have included our W2, pay stubs in our I485 application but INS didn't require that.

One trigger is change of address

Many people who changed home address in the middle of GC process recvd RFE. Maybe INS suspected that they changed jobs.

Some People got RFE's for Birth Certificates, Employment Letters( may be if the company is laying off people), Financial Statement, W2's etc
