Every employer has to file I-9 form (Employment Eligibility Verification)
for every employee.

There are two choices to select :

1. A lawful permanent resident with Alien #--------
2. An alien authorized to work until --/--/--

What category would a person who has pending I-485 with EAD fall into ??

You have to give the A# and your EAD expiration date

You have to give the A# and your EAD expiration date. I did the same with my new employer wven though my GC is still processed by my old employer. I did not use AC21 for that reason.

you should select the second option, since you are not a permanent resident yet. Provide your EAD expiration date.
