If the Employer chooses to do the Employee Referral Program by sending a Memorandum to all his employees, does anyone know if there's a limit of days? as to how many days it should have been passed around?

You need to ensure to demonstrate a good-faith recruitment effort. We usually say a minimum of 16 days or so, but try to do 30 (plus holidays) recruitment efforts for each additional effort if at all possible.
