I may need to travel for a conference on mid-july. It seems impossible to obtain a AP from VSC if I apply now. Can I go to local office? Anybody has any kind of experience on getting AP from local office (NYC). Thanks in advance.

AFAIK, emergency AP is usually given only for life or death emergencies.
One of my colleagues got an emergency AP as her mother was gravely ill back home -- she needed docs from the treating physician to prove her mother's medical condition.
In short, it was not an easy process and uscis really checked all the facts and took nothing at face value.

i doubt if you can obtain an emergency AP based on your current reason. BTW, did you check real processing times at vsc (via this board ?)
For example, NSC is actually processing APs in about 30 days - though the "official" timeline is much more than that.
