Emergency AP Urgent

I might have to goto India as my father is not feeling well.My old Ap has expired and haven't applied a new one. I live in Los angeles. Where can I go and Get Emergency AP? At local LA INS or CSC at Laguna Niguel. What type of letter report needed from Doctor? Any help is appriciated.

This means I need to apply in CSC and get receipt before going to Local INS?
