Emergency AP in Charlotte?

We went to Local INS in Charlotte for Emergency AP, but the Local INS do not accept the case that is pending TSC.

No use at charlotte.
I also tried in Charlotte, for medical emergency at home country and my AP was pending at TSC for more then 3 months. That lady did not even see letters or any other documents. she strait away said they can't issue anything related with pending case in TSC. These are the strict orders they got. I discussed this with my attoreny on that time but Attoreny also couldn't help on this.
I waited to get AP approved and then only went home.
